Who “Owns” The Rain?

I was doing some research for one of my sites, Alternative Energy Radio, and even though rain water collection has nothing to do with alternative energy, it is an alternative sustainable project, so, I will talk about those also.  Anyway, I was looking at some different articles on rain water collection.  At the end of this one article, see below

Under Warnings: it says:

  • Check the legality of doing this with your local city officials, as it is illegal in many areas to collect and hold any kind of water for re-use. E.g. Colorado, US[1]

What is our country coming to?  Who do “they” (government officials) think they are?  Do they own the rain???  I DON’T THINK SO!  I for one, will NEVER go ASK if I can collect rain water.  I think this is one of the stupidest things I’ve read.

I think my Father, owns the rain and gives it to us all, not some group of officials to control.
